How many RDS CALs do I need?

For User CALs, count every unique person who will connect to your RDS environment — not just concurrent users. Someone who connects once a month still needs their own CAL. For Device CALs, count every physical device that will connect. 30 workstations accessing RDS means 30 Device CALs, regardless of how many people use them.

Are RDS CALs region-locked?

No. RDS CALs are valid worldwide. A license purchased in any country can be activated and used on a server located anywhere else. There are no geographic restrictions.

Are Windows Server RDS CALs backward compatible?

Yes. A Windows Server 2025 RDS CAL works with Server 2025, 2022, 2019, and 2016 Session Hosts. However, older CALs (such as 2022 or 2019) cannot be used on a 2025 Session Host. If you're planning a future server upgrade, buying the 2025 version now gives you the most flexibility.
